X3 - Copy & Paste of lassoed notes in PRV sometimes does not work

It's not me -- it's a bug.
 
I lasso some notes in PRV, hit ctrl-C, go to another spot, hit ctrl-V, and nothing happens. Then I notice in the edit menu that Paste is not an option after I copy notes to the clip board. My work around is: select the notes from the clip in the track view, and copy. Then paste is an option in the edit menu, and ctrl-v actually pastes the notes that I've selected.
 
The problem is inconsistent; however, once it starts with a track, it never goes away for that track, even after closing and opening the project.
 
I classify this bug as a time-waster and inspiration drainer.
