Pan Control doesn't work

Hi folks, I recently recorded a 10 track session on X2 Studio on my lap top.  I transferred the whole folder over to my desktop running X2 Producer.  I did this recently without a hitch but am having trouble with this project.
 
Now that I want to mix and apply plug-ins the pan control doesn't work on any of the tracks.  All tracks are mono. The visual indicator on the pan slider works, but there is not actual effect on the track when playing.  Everything is dead center regardless of pan settings on any track.
 
The pan on the Master on the prochannel output works.  The pan on the individual tracks does not.  Seeing that I used a previous session as the template for this session and that original session works fine I must be  skipping something obvious but I haven't encountered this problem before and don't know how I got here.

    Make sure that your master bus is set to stereo interleave and not mono.
