Long time Sonar Producer user looking to order the X3 upgrade for my new StudioCat DAW today! Cannot wait. That being said, can anyone inform me whether or not the download version is X3c, or is it X3 and I need to download the updates too?

The download is SONAR X3a. You will need to download X3c separately, so you're looking at another 460 MBs or so if you're trying to plan accordingly.

I'd love to hear an update on this too, I don't know if the UAD-2 issues (the inserting plugin between non-UAD plugins warnings, UAD not playing nice with certain plugs like VC64) need to come from UAD or Cakewalk, but it would be great to hear if Cakewalk has been talking with UAD and has any new information?
