X3 Navigator scroll broken, X3C patch does not fix. Anyone?

Hi all,
On my computer, X3 broke something that always used to work, and no patch addresses it for me.
The Navigator view, if docked at the TOP (sort of default), is not scrollable--scroll arrows do nothing, and I can drag the dragbar, but when released, it snaps back to the top and nothing moves.
However, if I dock it at the BOTTOM of the screen, it works fine.
This worked fine in all previous Sonar versions that included the Navigator.
Am I the only one with this problem?
 
My PC is high-spec, clean Win7 x64, disconnected from internet (and ergo, Windows Update is not current, and the video card drivers are probably 6 months old).
Ideas?  Anyone?

    Hi, I'm testing it now, before installing X3c. What I see is, the scroll arrows and bar don't work at all (the bar snaps back to the top as you say) whether the MultiDock is docked at the top or bottom.
