Now time marker not scrolling properly

Hi since upgrading to x3c and windows 8.1 (not sure which is the culprit) my now time marker doesn't scroll and just jumps about every 7 seconds.  Is anyone else seeing this or any idea what maybe causing it?

Try pressing the Pause (or Break) key on your keyboard. Sounds like you are in CPU conservation mode.

Still pretty glitchy as the track count increases. Do you know how to switch off CPU conservation mode permanently?
