Snap on in staff view even when it is off?

Sonar x1:
I'm in staff view.  I can only enter notes according to the snap resolution, i.e., if set to "measure," it only enters notes on the first beat.   This happens even when the snap button is "off."  I can solve the problem by setting the snap resolution to my smallest note, but shouldn't it be off when the button is off?  Anyone else have this problem?  Fixed in X3?

    Staff view is a bit weak in X1.  In X1 there is only the global snap value in X2 that changed but was unpredictable from view to view.
     
    Not tried that much in X3 yet but I think it has been changed to the note length controlling snap value.

    Not sure if you are aware that the staff view is completely independent of Sonar's primary snap-to and snap-by functions (the ones controlled on the toolbar's snap module).
     
    Ignore the snap module's settings and instead work with the staff view's snap-to functions by selecting the note value you want to insert.
