Staff view problem

When I input quavers in the meter of 4/4, there should be "8 places" to fit in.
However, now, the quavers can be input in "everywhere" in the staff.
That means the quavers are not fixed in the time of 01:000, 01:480, 02:000, 02:480 ......
How can I fix this problem?

    It's been a very long time since I operated in staff view, but IIRC it sort of automatically fills the bars according to time signature, ie. there are no fixed slots for anything, but the bar adjusts to what you throw in, and (tries to) follows the time signature. If that's been changed, just ignore me.
    Per tick accurate times don't "belong" to staff view anyway, that's not how staff is traditonally read nor written. IIRC  you can adjust the sensitivity with which staff view translates the piano roll/input MIDI.

    be sure the snap to grid and resolution of the notes is set properly.
     
    If snap is off, you can enter notes anywhere in the measure. Resolution determines what sort of notes (quarter, eighth, sixteenth, etc) are entered by default.
     
    With snap on set to 16th, and entering notes regardless of the value, it will snap to the closest 16th to where you click. It can, of course, be dragged where it's wanted.
     
    Also, if you RIGHT CLICK the note, a note properties window opens for the note and all parameters can be adjusted exactly but painstakingly in that window.
