X3 MIDI snap to grid not working properly

Is anyone else having issues with the snap to grip in Piano Roll View mode? I work a lot in PRV and when editing notes to a certain value, say 16th notes, they are not snapping to the correct position. The same thing is happening with the durations. Since I upgraded from X2, X3 used my old settings. Just to be sure, I verified my settings were the same... Is anyone else having this issue? If this is a bug then it's a pretty large bug for me since that is the main screen that I write in.

    X3c added an independent "Snap To/Snap By" option in the PRV dropdown menu, and the default is Snap By. I also mistakenly thought it was a bug.
