To/By should affect note duration editing

Sometimes just trying to do the simplest things can turn out to be rather frustrating.
 
I'm trying to edit some MIDI notes' durations in the piano roll which are a little short or long to be exact numbers of 16th or 8th notes (or whatever).  I would like to be able to do this with the mouse tools, i.e. without using the quantize menu.
 
Why can't I select 'To' in the snap-to-grid settings and drag the end of the note to achieve this?  Sonar always snaps the duration *by* the snap setting which is not what I want to do.  Also, what does Sonar snap the duration by 16th notes even if I select 8th notes in the snap setting?
 
For now I'm over-extending the notes, then using the scissor tool to chop the end off then deleting the note I don't want.
 
Perhaps I'm missing something?  I've tried searching the help, knowledgebase, CakeTV, youtube and these forums but haven't been able to find a way of doing this.

Note ends can be snapped just like note starts. I'm guessing the issue is that the PRV now has its own dedicated To/By setting (in the resolution dropdown), and it defaults to By. I've reported this as a bug that the default for existing projects and templates should be To in order to preserve the historically expected behavior.

On that note, I need to check out PRV's dedicated setting as indicated by brundlefly.  I've not touched the DAW for over a week or so what with Christmas/New Year stuff.

I've been playing around with the global and independent snap settings for a while now.  The way they work together is still somewhat broken.  Basic stuff like this really needs to be fixed.
 
For instance; global setting: snap to grid on, 8th notes, TO.  PRV setting: snap to grid on, 16th notes, BY.  Result: grid displays 8th notes, notes snap BY 16th notes.  This is mostly OK as the independent snap setting is BY, but IMO the grid should be displaying 16th notes, not 8th notes.  Enable 'snap to midi events', and the notes now snap TO 16th notes.  Still OK.  Disable 'snap to midi events' again, notes (still) snap TO 16th notes.  Not OK; the software is exhibiting different behaviour with identical settings.  This should not be happening.
 
On the good news front, if the PRV's independent snap setting is disabled, then the TO/BY setting *DOES* affect the note duration snapping as expected, which is what I was looking for.  Also, the independent TO/BY settings (which I wasn't aware of before, thanks brundlefly!) also work as expected.
