X3 Producer and RXP issue

I saw  on another thread that a similar question was asked and Noel got involved but I never saw a post as to how to correct or fix this problem. Since my post was not answered I am bringing this back up and am looking for a solution. Any help is appreciated.
 
 
I have a brand new hard disk drive, fresh install of X3 with all patches up to date. I had followed Craig Anderton's  read in S.O.S. magazine on how to install/migrate older versions of Sonar and followed all instructions. Everything works fine and RXP loads with no issues.
 
In this instance I am using X3 32bit. When I try to load any song that I used RXP on it will not show the file loaded or play. It will not let me add any of the provided rx2 loops. Nothing happens.
I created a new song and inserted RXP and the same thing. It will not load the loop. I can create a midi track and drag an RXP loop into it and it plays fine. RXP will not work in X3 64bit either.
 
I also notice that any other rx2 files that I own from Loopmasters will not show up in the RXP dropdown. I know they are there because I can see them in the folder. I am running as ADMIN.
