This is more than just a meter, it's part of a system that includes an interesting limiter (they call it a "loudness processor") called aNorm. You set your EBU target and range, and it makes the audio comply. But it only engages conventional compression when needed, so if you're already in the ballpark it should get you into EBU compliance without having a noticeable impact on sound quality. It's not something targeted at home recordists, though, and it ain't cheap.
