Problem inserting loops from browser - Solved

I need help apparently. I can't seem to reliably insert a loop from the browser at the 'Now Time'. I 'right click' the loop I want and select from the drop down menu 'insert at Now Time'. What I get is the loop is inserted on the selected track but... it's not at the 'Now Time'. In fact it is usually at some semi random spot about 1700 bars deep. I've tried multiple times with new and old projects. I've also tried just dragging and dropping the loop where I want it to be. I always find them - but not even close to the spot I want the loop to reside.
 
Am I missing a setting? I don't remember having this issue in the past.

Turn off "Always Import Broadcast Waves At Their Timestamp" in Preferences > File > Audio Data
