Right-Click on the midi track on the strip where the events are. You will see Process Effect. Place your cursor there and you will see Audio and Midi Effects. Place your cursor on Midi Effects and you will see all of the editors available to edit the midi data. Choose Event Filter and set the Controller to the number you want to edit. Mod is #1. Then you can set the Minimum and Maximum settings until you find the right setting for you. Just use undo and try again until you get it tweaked out.
