Clip Effects not working?

Using X3 Producer. Trying to insert a delay on a specific vocal clip (single word). For some reason when I insert a clip effect, I'm not getting any effect on the clip. The effect appears in the clip fx bin, its turned on, but I'm not getting the effect on the clip? I've read the manual ad nauseum, but........nothing.
 
What am I missing???

I don't think so. I've tried all sorts of fx just to see if anything works, such as heavy distortion which should work instantaneously and be easy to hear. But.....nothing. Very strange, as all other fx, sends, etc work just fine.

Try lengthening the clip.
