Any WAY to put more than 8 buttons in an ACT Bank?

I have two sets of 8 controls, each in a separate ACT definition because ACT only supports 8 buttons.  One of the sets of buttons is for navigation, the other set is for M/S/A/etc operations by track.
 
The problem is that I can use the navigate buttons to select a track, and this seems to work, but when I try to use the other bank to Mute the selected track, it always mutes the first track.
 
The only way I can get this to work is by putting the M/S/A operations in the same ACT definition as the navigation buttons.  Its weird because the navigation updates the UI with the appropriate track selection, but the other ACT does not seem to know which is the currently selected track.
