Default Options for Blank Project

I'm wondering if there is a way to set default options/settings on Blank Projects. I would like to be able to set a default Recording Mode and default Metronome settings without using a Project Template. I like to start Blank Projects, jot down ideas, then name and set their folders according to what I've come up with. It seems that if I use a Project Template I'm forced to set a folder and name the project, Blank Projects give me a clean slate just like I've grown used to in FL Studio, but it becomes bothersome having to go into Preferences to set Audio Metronome, Count-in measures, and a Record option every single project.

I don't use templates anymore. 
 
I just have blank projects with certain features and I save that as a CWP file. I find Track Templates are way more useful than project templates. 
 
As example I have a song idea, Fire up Sonar, I have set Sonar's file path so that "Open" takes me to the root directory of my DATA drive where all working projects are stored in different category folders.  I have a "Song Ideas"  folder. In that folder is the Project folder called "Song Ideas"  There is also a folder for each new song idea  I've recorded, each named or dated. 
The "Song Idea"  Folder is what you' might call my template. In there is the CWP file "song idea template"  
I open it. 
This gives me the tools I need to lay down a guitar and vocal track. It also has a Hi Hat midi track and Session Drummer already to go as well as an audio Bass track also ready to go. The audio tracks are preset to the audio inputs I normally use etc.  That's right, it's a template, but the difference is it's already a CWP file.That's it. 
Set the tempo and record.  ( or see * below) 
This happens within about 3 minutes of turning on the computer. 
Once done, "SAVE AS" and it will open to the original location.
Browse back one level and I'm now in my "Song Ideas" folder.
Create a new folder and name it (or just date it)  and save the new song in there, done. 
If the song evolves into anything worth while it while be "SAVED AS"  to my "Original Songs" folder. 
My DATA drive has a folder for each category of material. Originals, Clients albums, My Albums, Live Backing Tracks etc. 
When using SAVE AS I use "Copy audio with project" so the audio follows the song. 
If you are worried about the original audio folder taking up space you can go in and delete everything later or-
 
*  you could perform the "Save As" before starting recording which is what I normally do. This creates a new audio folder inside the new songs folder.  
 
So that's just one other way to work, there are many and pick a method that works best for you. Many people get tangled up in Sonars default folder settings. They are easily changed to a system that works better for you..

A new project (i.e. projects created with CTRL+N) loads the Normal.cwt by default. AFAIK, there is no way to make persistent changes to per-project settings other than modifying the Normal.cwt or other project templates used at project creation time.

That's perfect, never thought of doing that as a substitute for Project Templates. I'm new to Sonar and I think Track Templates has to be one of the most innovative features I've come across in any DAW.
 
Another thing I never thought of doing was having a Song Ideas folder. I just have all of my projects in one huge folder, some that never progressed past a few patterns and sounds, some that are finished, it's a mess. I'm going to create a Song Ideas folder and do exactly what you've suggested, that'll save me from having to organize and go through 100 projects cleaning stuff up after a few months of work. That'll help me stay more organized and probably finish more projects.

I have created a project template from the original Normal template, with some basic commonly used configuration changes, and this is what I normally create new projects with.
 
This way, the original Normal template is also still available.  It is simply a matter of saving the desired changes as a new project template, then pointing to it when creating the new one.
 
Most other things I have set up are with Track Templates, and these are INCREDIBLY valuable and useful to me.  I have a BUNCH of custom drum kits set up in Battery 3, where I have routed each desired kit piece to its own stereo outputs, and also have basic levels set the way I want.  Additionally, I have all of the corresponding audio tracks, for each kit piece, set up in Sonar, with colors, track names, groups, and the whole shebang set up and saved.
 
A simple small number of mouse clips then can insert one of these track templates into a current project, and in no time, ALL of the above stuff gets magically loaded into the project, drum synth instance of Battery 3 in the synth rack, the custom kit - with all pieces routed to separate outputs, all associated tracks and buses, groups, colors, names, icons, ALL of it.
 
Sorry I added extra stuff in the response about Project Templates.  Again, Project Templates are good for things like metronome changes, measure count-ins, and that sort of thing, and I use them and recommend them.
 
For the more complex stuff, Track Templates give me amazing choices and manners with which to build up a complex set of tracks and sounds.

I think what scook is saying is set up a blank song the way you want it and save it as "Normal.cwt" and it'll always come up the way you want it...

After installing a new version of SONAR, I save the original Normal.cwt to a new name usually Normal-orig.cwt. Then I adjust the Normal.cwt to my spec making changes to the layout adding a limiter on the master bus and modifying the per-project settings in Preferences. This way I always have the original Normal.cwt when I need to fallback to it but SONAR loads my default with CTRL+N. I also keep and empty Cakewalk Project available. It usually stays in the  pick list because I am constantly testing various scenarios. Sometimes I will start a new project by opening the empty.cwp and "Save As" to another folder under a new name.

The difference between a Template  CWT and a Project  CWP is as far as I can tell a CWP creates an audio folder and a CWT does not. 
So no difference really. 
All that will happen is if you open a default template and start recording BEFORE you save it as a CWP is the audio will get dumped in the default audio folder.. then you save as and name it as a CWP and the audio will be copied over to a new folder, so now you have doubled the location of the original audio.. not a problem, but untidy.
