Rapture doesn't support RPN or NRPN messages. If you want to increase the pitchbend range, go to Bend Dn/Up in the upper-left Multisample section. The default is +/- 2 semitones, which you can increase independently to 24 semitones.
If you need more pitchbend range than that, set Bend Dn/Up to 0/0. For extreme pitchbending, you'll get a much smoother response / resolution by changing Quality from Std to Hi in the same Multisample section. Open up the Modulation Matrix, and add a routing such:
Source: Pitch Bend
Destination: Pitch 1 (All)
Depth: 4800 (cents)
Smooth: (to taste)
That will get you 4 octaves of pitchbend in either direction. The values in the Modulation Matrix and Bend Dn/Up are additive, so increasing Bend Dn/Up to 24/24 will give you 6 octaves of pitchbend in either direction (in conjunction with the Modulation Matrix slot above).
For a unique, multidirectional twist on pitch bending, enable Multi with 3V - 9V (number of detuned voices). Set the Detune from 0 (no detuning, but spread, panned multiple voices) to 100 (a semitone spread in the designated voice quantity). Then change the Modulation Matrix entry to:
