[Solved] Has moving plugins changed in X3e?

When i try to move a plugin from one track to the next in track view with the drag and drop, now i get a stop sign icon instead.
I think this started with X3e.  Is this a new 'feature'?
 
Ooop!  now i get it.  Maybe i just never noticed the icon before and i interpreted it to mean i couldn't nab it.
