This is happening with me as well, but it's not the selection exactly.  It's more like the keys drawn on the left side are wrong.  If you click the key that looks like it should select the row, you are really pressing a completely different key (which explains why the row doesn't select).  When I double click on a midi clip to open the piano roll and don't adjust the zoom and put the mouse over one of the selected drum beats, the MIDI key that note corresponds to shows up in the keyboard area but it's much higher on the piano roll than the note I'm hoovering over.  Like the zoom ratio on the drawn keyboard doesn't match the MIDI note lanes.  In this shot you can see the E1 on left side, that's with my mouse over the first red midi note.  That E1 should be down by the note itself.  If you zoom vertically it fixes itself and everything lines up right.
 

It's not just for too big a zoom though.  It's more like only when the window first opens.  Once you adjust the zoom, you can zoom out and in as much as you want.  It's more like the window isn't correctly setting the zoom factor for the keyboard when it first opens.
 

me three...I think.  None of the "tools" work and I can't draw in notes.

The only work around I've found is to change the vertical track height zoom (plus or minus) whenever opening a MIDI clip from the timeline.  Otherwise the keys on left are very likely not lined up with the correct lane on the right.  After a zoom adjustment things generally seem to line up and work correctly.
