Upgrade Price for Up Front Purchase is not aligned with my purchase history?

Just so you know, I have not downloaded the Command Center yet.
 
I keep getting email so upgrade for $149.00, as I am a customer of X3e Producer.
 
But when I go to the account it wants me to pay $199.00, and this must be the result of me not having downloaded the command center?
