Odd Icon - Not Sure What To Call It or How It Gets There

It appears randomly in tracks - not sure what I am doing to cause it to display - can anyone help and tell me how to get rid of it?  It some kind of anchor that causes all clips to past to that point.  Thanks!

    Zero on your numeric keypad enables Enhanced Keyboard Editing mode that allows you to navigate and edit with the keyboard. That's the cursor for it. Hit 0 again to disable it.
