Am i allowed to sell CA-2A?

Wanting to sell this, i don't like it? It doesn't sound close enough to the real thing for my tastes. Will Cakewalk allow a license transfer into someone else's account?

And while i'm here, is the CA-2A the same as the RE-2A? Meaning, is the CA-2A just the standalone version for users of any DAW but exactly the same algorithms?

You'd have to email customer support to get an answer to that.  The "official" line has always been that Cakewalk does not allow re-selling of licensed software, however it has been acknowledged that EU regulations prevent companies from imposing such restrictions.

There is currently no mechanism in the user account system for a user to make such a transfer, so it would have to be on a case by case anyway, which requires contact with Customer Support.

Sorry I can't be more helpful here.
