Metering Customization

As a Sonar User I want to be able to specify the transition points where the meter segments change from green to yellow to red.
If I am mixing to a -18dbfs reference, I want to be able to set the green to yellow transition to -18dB and the yellow to red transition to -12dB. I would also like to be able to specify where 0dB VU is referenced relative to 0dbfs.
If hard digital clip is at 0dbfs, the meters should be calibrated by default to allow for headroom similar to an analog console (18-24 dB above 0dB VU before clipping). The default 0dB VU should be -18dbfs or lower. This should be configurable based on the meter type (bus vs track).
Gradients are nice eye candy but not absolutely necessary.
