Problems With Video Sync

I am having problems with Sonar X3e Producer video, when I move frame by frame it jumps some frames. Then when I go to video properties the Render Quality tab is missing. Having a hard time synchronizing audio with this problem.
Can anybody help me?
Thank you very much!

What format is your video in?  Sonar is very weak at handling most video formats.  MP4 is about the only thing that works a little bit, but it has frame to frame issues unless every frame is a keyframe.

Thanks! I am working with mp4 720p H264 23,976. What I find strange is that the Render Quality Tab is missing :(

I think the Render Quality tab only appears if you are using the DirectShow video engine.  The Media Foundation engine doesn't support those features.

See this for some notes on it:

You could try switching the engine and forcing DirectShow mode.  But I doubt that will fix the problem you are having.
