If I have $100 (for used/ebay) budget for bass guitar recording and Vocal recording DI box or preamp, what would you recommend? Cloudlifter?

    Cloudlifter is pretty transparent.
I use it for my Shure SM7B because the output of the mic is low.

Cloudlifter is great for low output microphones, I use one for my Cascade Fathead ribbon.
It is a phantom powered mic pre - not a DI
I don't see this being useful for Bass Guitar.

You might consider the ART :  http://www.musiciansfrien...;kwid=productads-plaid^82171681947-sku^180581000000000@ADL4MF-adType^PLA-device^c-adid^51870555867

For bass only, I would suggest the Eden WTDI, although it may be over your current budget.

For bass the MXR M80 Bass DI+ is pretty good, especially if run off phantom power rather than at 9 volts.

    Sonar Platinum 64bit, Windows 8.1 Pro 64bit, I7 3770K Ivybridge, 16GB Ram, Gigabyte Z77-D3H m/board,
ATI 7750 graphics+ 1GB RAM, 2xIntel 520 series 220GB SSDs, 1 TB Samsung F3 + 1 TB WD HDDs, Seasonic fanless 460W psu, RME Fireface UFX, Focusrite Octopre.
Assorted real synths, guitars, mandolins, diatonic accordions, percussion, fx and other stuff.

You are asking about two different things, although many preamps include a DI.  A cloudlifter functions as a pre/pre amplifier for low output mics into low-gain preamps like people have in their interfaces (like gustabo's sm7).  It shouldn't do much for a bass going into a DI.  So unless you need to raise your mic level ...

If your Tascam doesn't have a DI (the UH-7000 doesn't) you proably just need to get a $20 DI.  You really need to get a Jensen or something to get a step up soundwise.

Yikes batbrew, you have very expensive taste! There's no way I could go for something like that!
I would buy me a Telecaster instead.

    for bass,
i would suggest a dedicated DI...

i use a SANSAMP BASS DI

    for vocals,
i would suggest a dedicated preamp,
but there's nothing at the $100 price mark that i would use.

That's why I said it is pretty much a waste to spend less.  The lowest cost pre/DI unit I would spend money on is the Warm Audio or Focusrite ISA One.  Both have transformers (good transformers cost nigh on $100) and are units you can keep even after you have everything else.  However, the little ARt MPA or whatever it is called is OK for $50.  It is a transformerless Pre  like in an interface, with pretty good gain.  It has a DI and a tube in the gain, I think.  It is a starved plate design, so it sounds like .. crap if driven hard, but on bass you can get some nice wooly sound that works.  I still have mine in the live gig bag, since it is a nice twofer out and a good little tool.  If your interface doesn't have a DI it could work well for that, either clean or for the wool.  And it is worth keeping even if only for live.
