That message means that regsvr32 couldn't find the file or a dependency of it, and it's a shame that it doesn't tell anyone which file.  The reason this thread mentions the Visual C++ Runtime is that it is a typical dependency, and C++ Universal Runtime can be an issue:

I have fixed same problem when enabled update additional distributives in Windows Updater (it is needed to update Visual C++ 20XX Redistributable products) and I have installed manually Visual C++ 2005, 2008, 2010, 2012, 2013, 2015  x86 and x64 packages! All of them! (I think I fix after installed 2010 version, but I don't know exactly)
