Inspector Window Placement Not Saving Correctly?

First, this is for Sonar X3e. So does this problem belong here or in the problem report area?  If the latter, then please move.  I figure I'd post here thinking the problem report area is reserved for newest-version software only.
 
My problem is this. Since I am using one LCD screen now, at 2560x1600, I thought I'd tweak the various windows around and save a new template.  The problem is the Inspector window will not save after putting in the desired space.  Is this a known issue?  Any workarounds?  I've tried locking the screensets.  That didn't help.  The following text is from the Help Documentation:
 
When you open a project, SONAR automatically restores the project’s last used screenset.
 
Hmm.  So if the last used screenset is not updating when the window is placed, then do I need to somehow override the default screen set #1?
 
1.  So here is what I want, after which I save as a new Template.  All goes well.

 
2.  But this what I get.  This is after opening the template file.

    Quick update:
     
    With nothing in the Track View, I cannot toggle between Screenset #1 and #2.  However, if I insert a new track, e.g. an audio track, then Screenset #2 becomes available.  If I select #2, the Inspector window spans the entire screen (among other unexpected changes to Console View parameters).  If I select #1, then the Inspector spans only the Track View window, as desired.  I then save the Template, even saving as a new file.  However, upon opening the template, the Inspector window spans the entire screen.   But, if I select screenshot #2 then #1, the Inspector spans only the Track View window, as desired.

    I guess the workaround at this time is to just toggle between screensets (#2 then #1) after opening the template each time.  Unless someone has a better workaround, then this is the necessary evil, I suppose.

    It belongs here until it is confirmed. 
     
    What you may want to check is are your screen sets locked.

    Same problem here, found the answer in one of the forum posts:   Undock the inspector first, then it will stay hidden or shown where you like it.    That officious persona, Inspector Inspector, was the first enemy I found in the X series sonar.  Very much like "Bob", or "Mr Paper Clip" or whatever they call that idiot helper in Microsoft Word.

    And so it shall be.  I did confirm that the screensets were not locked.

    Well, the Inspector window is much better locked into its respective place rather than be a floating window that will get in the way.  This is a workaround, yes, but not solving why the Inspector window spans the entire screen each time the template, or project, is loaded.
     
    Oh how I miss the Paper Clip guy!   I also loved the 3D flight simulator Easter egg in Excel '97.
