[CWBRN-32621] Wrong track when changing velocity in control pane

In Sonar 2015, it's now possible to change velocity by dragging the top of the velocity bar in the control pane. This works fine with only one track in PRV. But if the PRV contains several tracks with notes of the same velocity at the same time position, doing so often will not change the note in the track for which the velocity bar is visible, but a different track.
 
Say you have one midi track with red notes and one with blue notes, and the velocity in the control bar is blue. If you select the velocity bar in the control pane and change the velocity, it may switch to the red track and change that instead. (It looks like this is always applied to the track coming last in the track list, while the one displayed on top at the control pane is either the first in the track list or the selected.) Editing should always be applied to what is visible, not to something that may be hidden behind it.
 
This also happens when "Show Velocity on Active Track Only" is active. Even then, changing the velocity in the control pane may be applied to a different track than the selected one.
