[Solved] Under some circumstances, VocalSync FX Region is unable to be applied

The symptoms are this:
You attempt to apply a FX Region for VocalSync to a clip, and find that although the selected clip flickers, the editor doesn't open and the FX region is not applied.
 
It does not appear to be related to whether or not the clip was created by bounce-to-clip and/or does not have a clip "name".
Deleting the empty track directly below the track in which the clip is situation can cause the FX Region to subsequently be applied.
 
Submitted with sample project showing the problem as CWBRN-32387.
 
Resolved May 2015:
"After investigating this, it turned out that this problem is not a bug, but an incorrect setting. If you right-click on track 3 in the VS_Debug project attached to this report, you'll see that there is a checkmark next to "Set as Default VocalSync Guide Track." This means that when you add VocalSync to the audio on track 2, it attempts to synchronize with track 3, which is the default guide. Since track 3 is blank, VocalSync does not load, which is the flash that you saw.
In today's "Everett" update, this case is handled better. SONAR will display a message that VocalSync is set to use an empty region and the VocalSync window itself will now appear. This way, changing the guide track and continuing to work will be simple."

    This is exactly what I was struggling with yesterday, but I couldn't figure out what causes it / how to reproduce

    In some cases (not OP's case though - his fails regardless), this is fixed by giving the clip you're trying to add VocalSync on a name - bounced clips typically are unnamed, for example. If the name is blank then sometimes Region FX fails.

    I couldn't reproduce the problem from scratch either. But fortunately I was able to reduce my working project to 4 tracks and 4 clips, and still demonstrate the issue.
     
    I don't mind if Cakewalk engineers have to listen to my crap backing vocals in order to fix this one. :-)

    The issue for which I placed the bug report has nothing to do with whether the clip has a name, or whether it was created from a "bounce to clip".
     
    Others are experiencing different, related issues when attempting to apply a RegionFX. 
     
    If you have a known set of steps to reproduce this, or similar problems, please submit a report in the Problem Reporter.
