X3: can't scroll track by track with mouse anymore.

    I'm not seeing the problem the AVI just shows you scrolling up and down tracks in my eyes.
     
    Scroll lock on keyboard maybe?
    AutoTrack Zoom on?

    I think what you're referring to is Fractional Scrolling, the fourth line item under UI:

    yeah! thats mean they disabled it? is there a way to get it back to work like X2 ty

    There is no way to disable fractional scrolling introduced in X3. The only way I know to scroll by whole track is clicking the scroll arrows.
