Why Doesn't audio snap snap to grid?

Why Doesn't audio snap snap to grid?

I was working on a project today and just noticed that audio snap does not snap to grid. I do not have to adjust each transient because that would take a long time. Is this normal behavior for audio snap? Also, When I try to quantize it seams to only adjust when I am adjusting to beat and not to start times. Is it a glitch or is this normal? 

Intel core i7 2600 3.4 GHz 64 Bit 
16 GB  of Memory, Sonar Platinum ,OS  Windows 10 Professional, Sound Card: Komplete Audio 6, Controller: M-Audio Keystation Pro 88

    AS does snap to grid... at least it is supposed to. Remember though that a transient cannot be moved past another transient. That may be the issue you are seeing or perhaps you don;t have it set correctly. AS is pretty darned complex.
