Enhancements to Midi

I'd like to see some additional MIDI features.  For example, I'd like to be able to even out a set of notes, without having to align them to beats in a measure.  If I'm recording free form, and I have a passage of 5 notes that are staggered 400 ticks between the first and last note, I'd like to not have to manually set them 100 ticks apart.  This would be valuable for evening out a midi drum fill for example.  Would also like to apply percentages to this, the same as the current Quantize does.  Even them out 100%, or any degree the user desires, while leaving the first and last beat stationary.
