Control surfaces, hardware or software, communicate with Sonar throw special Control Surface (CS) API. While this API is relatively powerful, there is no way to "MIDI learn" it directly. The "bridging" between surfaces and Sonar CS API is done by special CS plug-ins.
Almost all such plug-ins in Sonar are concrete hardware oriented. "Generic Surface" while really generic expose very limited set from available functionality. Most advanced plug-in is VS-700 specific and from what I know there is now software which imitate it. The second from the top by power Mackie Control Universal (MCU) plug-in is the way to go. Note that Sonar's plug-in understands Logic Control (LC) protocol from MCU but not HUI.
MCU plug-in has own limitations and it was not updated for years. It's imitations in software (for tablets) are not perfect, but the combination is working close to what you get from the real hardware device.
TouchDAW is the way to go for Android, I do not have iPad. But one more time, the functionality from all of them in Sonar is the same (the same features, the same limitations, the same bugs).
