Views, focusing, mouse wheel scrolling

Hello!
1. Is there any good reason why mouse wheel works in an active view, and not in a view under the mouse? For me it contradicts software theory and practice. Does anybody know any other program working like that (except Windows)?
2. I have Multidock undocked, and I have Browser, Console and PRV in it. If I work in Track View, and after that I press on Multidock header, it makes Multidock active, but not the view that is currently open in it, so mouse wheel scrolling doesn't work until I press somewhere inside this view.
3. Synth Rack still is not correctly scrollable by mouse wheel, it goes only to the very top or to the very bottom of it.

    I don't think it's allowed here to ask for "good reasons".    I too find it very hem stupid that you can have your mouse cursor visible on a window and you can see an edit selection on the same window, but in fact the 'focus' will be in some other window with neither of those.   Sure, I get used to clicking before scrolling, but those wasted clicks add up.   Not to mention the times that a mouse action in an unintended window causes project disorientation, then it can be minutes to return to sanity, not just the length of a mouse click.
