[Solved] Safe mode no longer working?

I'm running Lexington SPlat.  I just did an upgrade from Win7 to Win10.  after the upgrade, I went to open a recent project which had some TRacks plugins in it.  I kept getting an error when opening this project that one of the TRacks plugins was not installed correctly and Sonar would crash (and ask if I wanted to send a crash report).
 
So naturally, the first thing I tried was to start the project in SAFE mode by holding down the SHIFT key in order to bypass the plugins.  When I did that, however, a message popped up stating that Sonar "will now personalize your settings" but it did not ask about bypassing the plugins and it still crashed with an error on the TRacks plugin.  (and also, it didn't really do the full initialization one would think - if it did it at all, I couldn't tell - all of my settings in sonar were still set the way I had them).
 
I eventually sorted the problem out with much consternation, and it's still a temporary fix, but my question here is not about how to fix the project, it's about why holding the SHIFT key while opening a sonar project no longer starts the project in SAFE mode allowing bypass of the plugins?
 
has anyone else seen this behavior?

i can confirm that all my projects with TRacks plugins open up fine here.

i think you need to hold the SHIFT key "over" a project..

I'm not really sure what that means.  in the past you open a project in SAFE mode by holding the SHIFT key down while double clicking on the project file.

I always start SONAR first rather than opening projects at the OS level. It was my understanding that in prior versions of Windows. The repersonalization function ran when opening SONAR while holding the SHIFT key. The safe mode was engaged when opening a project while holding the SHIFT key.
 
It appears with Win10, SONAR must be opened first or the repersonalization function runs regardless. Both X3 and the new SONAR fail the same way.

You are absolutely correct, Steve!  it opened in safe mode if I had sonar open first before clicking on the project with shift held to open it.
 
the last time I had to open a file in safe mode, I did it from the OS level, but that was probably quite a while ago!
