Unable to select/move playhead to a specific section

Hi everyone. I have been using Sonar X3 for a while, and have gotten pretty good at it. I use it to edit services for my local church.
However, just recently, I've been unable to move the playhead to exactly where I want it. it seems to clip to the closest 2 second section on the timeline. Also, I can't select where I want to in order to cut a part of a track out. The selection also snaps to the closest 2 seconds.
Does this make sense? Any idea how I can freely select where I want to move the playhead to, and select exactly what I want?

    Thank you, but how exactly do you do that? I figured that's what the issue was, but couldn't find a place to deselect it.

    It's a huge blue button in the control bar labeled 'Snap'.  If you don't see it, then enable the Snap Module by right clicking the Control Bar and selecting Modules->Snap.  Or the snap module may be active but collapsed, in which case click the Snap 'tab' in the Control Bar.

    Thanks you two. The control bar was actually hidden, which is why I couldn't see those options.
