Possible load problem

Hello,
I was wondering if "Manchester" was released? I see the forum states that it's available, I go into Command Center but it says:
Latest Version: Lexington (21.11.0.25) I try to "update" and it stays on Lexington? (I paid 1/5/2016 in-full for the year).
If anyone has an idea, I would be appreciative.
