Control surface dll can be installed and registered using (for example) that installer:
https://www.cakewalk.com/Support/Knowledge-Base/2007013201/V-Studio-700-Control-Surface-Plug-in-version-1-2-update
 
Then get the latest dll (64bit) from there: https://github.com/Cakewalk/Cakewalk-Control-Surface-SDK/blob/master/Bin/x86/VS700.dll?raw=true
and copy it to the folder (replace the old one installed). 

 
What folder do I copy this to? The Shared surface folder?       BTW.....Thanks for helping everyone!

Yes. In which that file already exists after running the installer.

Ok, here's where we are.......
I followed what you said and my shared surface folder now has the VS700.dll file installed.
The VS-700 now shows up under control surfaces in the Cakewalk plug in manager. While still in the plug in manager....... when I click on VS-700 the Filename box does not list the file name with the .dll like all of the other control surfaces do in the manager. (I think the problem lies here)
When I open the Controller/Surface settings pop up and click on Add new controller/surface button, the VS-700 is listed in the drop down menu. I add the vs as a new controller, select Console VS-700 for my inports and outports and click apply, then the inport and outport selections go back to blank. I'm so close, it doesn't seem to acknowledge the .dll for some reason. Any suggestions?

Thanks, no problem. Deleted and reinstalled the most recent one you posted but came up with the same results. Everything seems to be in its proper place but the surface just won't stick once I assign it as a control surface. For some reason after I assign the inports and outports to vs700 console, and then click apply they disappear before the window closes. I also checked to see if the .dll had permission and full permission is set. I'll play some more with it tomorrow. Eventually I'll get it. It's usually something stupid.

What you describe is inability to load the DLL. So:
* the surface is registered in Sonar, so you see it in the list
* but it can not be loaded, to you see what you see... there can be 3 reasons for that:
1) registration information is wrong (pointing to not existing location)
2) the DLL at registered location has different bitness
3) the DLL has some dependency, not found on your computer (MS Runtime)
 
(1) and (2) should be fixed when you use the installer, before overwriting the DLL with the latest version
(3) for DLL from GitHUB you can try to solve by installing https://www.microsoft.com/en-gb/download/details.aspx?id=40784
 
If still no luck, open command line with Administrator privilege (if you do not know how, check http://www.howtogeek.com/194041/how-to-open-the-command-prompt-as-administrator-in-windows-8.1/),
change to the location where you have the DLL (like cd "c:\Cakewalk\Shared Surfaces", I am not on windows now so can not write exactly) and execute runsvr32 VS700.dll  , write the result here (either it is registered, could not be loaded, etc).

aslow......Your the man, I would have never figured this mess out, Thank you for your guidance. Very much appreciated. I owe you a few beers.
I just kind of back tracked your steps. I noticed I still had that 32bit .dll along with the 64 bit one when i looked in programs and features. deleted it and reran the plugin download. Reran the plugin manager and the vs700 was listed and it acknowledged the .dll file.
