IMPORTED Video playback at chipmunk speed

Also noticed this happens when importing MP4 video: 1280 x 720 48/24
..going to restart the F*ing OS to see if that "fixes" the problem.
Restarting did not do anything but waste time.

Seeking advice form the clever Cakewalk Community, looking for possible workarounds.

Is this a known issue with MP4 video?
44.1 / 16bit = fail
48 / 16bit = fail
48 / 24bit = fail
 all play at the incorrect speed/pitch

    UPDATE
    Adobe Media Encoder
    - Preset Used: WAV 48kHz 16-bit
     - Audio: 48000 Hz, Stereo, 16 bit
    Audio File Successfully Encoded and imported to SONAR plays correctly. The Video no longer displays.
    Possible Bit Depth issue.
    Setting SONAR to 16 bit is not working, It's stuck at 48/24
     
     
    SONAR is not doing the job. The only fix so far was:
    RiffStation
    BPM = 55
    Octave = -12
    How can Sonar be set to playback the file at the above settings?
    Changing BPM in Sonar (so far) is not changing the speed or Octave.
    VLC Media Player plays the MP4 at the correct speed and pitch.
    When the same MP4 is imported the speed and pitch is shifted up
