Signal flow through effects bin and Pro Cahnnel

Can anyone help me with the signal flow chart concerning the pro channel and the effects bin? In the Signal Flow chart, it appears that the pro channel and the effects bin are in parallel with each other. I would think the signal flow would be in series with the pro channel. Is this the case? Am I reading the flow chart wrong?

You right click on the PC and decide whether it should be post or pre FX bin. It is not in parallel.
