Command Centre Out of Date- won't update itself

I haven't updated since December and would like to grab the Jan/Feb updates. But.... the CCC is out of date and when I give it permission to download updates it goes into a perpetual "Downloading Command Centre (0.00%)" message. Has anyone else observed this?
