Can you insert FX to a Frozen Instrument Track? (solved)

I just tried this. I rarely freeze tracks but I have a finicky sample that needs to be frozen. I loaded an FX and see it loaded but no signal seems to be passing through it. Do I just have to bounce it to it's own track in order to apply an effect?
 
Just tried inserting the effect to the wave clip itself and it worked. But the FX bin seems to be a No Go.

    Freeze bypasses the FX Rack. Right-click in the FX Rack area and enable it.

    I definitely prefer that over inserting it into the clip.
