Yes, you can easily hear the "sloppiness" of the track, especially in the "when you believe..." sections. But who gives a rat's ass???

Sounds much like the same setup as the intro to "Won't Get Fooled Again". Organ/Clav into a synth's audio input then the synth's modulation being used to set up the tremolo. In the case of "Fooled" the synth was an EMS VCS Synthi, one of the least user-friendly instruments of all time. Though I wouldn't rule out a Vox or Fender amp tremolo, Townshend generally recorded using Fender Vibroverbs around that time - the famous HiWatts he's so associated with were hardly ever used in the studio.
