Confused by Snap setting

Confused by Snap setting

It's always done this, and always confounded me, but I finally decided to ask about it:
 
Why, when I enable the Snap setting in track view, does it usually change to some other setting? For example, the Snap button while disabled may read, 1/1, but then when I enable it it changes to, say, 1/32. Completely confusing and most irritating.  I have the Smart Mode turned off. That whole snap thing is poorly designed. 
  • Why does right-clicking on the snap settings button allow you to change Smart Mode, which is actually represented by a different button?
  • Why are there two different buttons to click on at all?
  • How does a circle represent "Smart Mode"?
  • Why did they make the TO and BY toggle labels so tiny and hard to read?

    If you do indeed have the Smart Grid turned off and it still does this then it's a bug that has been reported. I asked the same thing quite a while back with reproduction steps and it was confirmed by others. It seems to only happen once per session IIRC so it's not a HUGE ordeal but just keep it in mind.
     
    I've gotten in the habit of quickly glancing up at the Snap module if something seems funky then reset the Resolution as needed.
