These plug-ins have LP (linear phase) mode (they have "non LP" mode also). To technically provide good output in that mode, they need big amount of data "from the future" and so the output from these plug-ins is significantly (0.7 second) delayed from the input. Sonar automatically compensate for it, so the whole output comes 0.7 of a second later then usual.
That means, either you have live input or modify any parameter (volume, synth, etc) which stay BEFORE this plug-in in the sound chain, you hear the result with huge delay. And so it is practically impossible to use such plug-ins live or during mixing. But as with any effect, there is no limitations on which stage you apply it.
Note that buffer size has no significant influence on the result when you use such plug-ins (it is within 5-50ms range, while LP adds 750ms).
