Theme: Perforamce meter colours
But Tungsten and Mercury share the same dull orange in the control bar for the hardware Performance. Is this hard coded?

No more than any other colors are. If it's an option in T.E. it should be found under the appropriate category.

I have yet to learn of any way to change from the orange performance meter color using Theme Editor.
