PAN Normalising - W64-files with block header error

We digitize thousends of tapes, for industry and universities.
The stereo recordings are never centered, so they must be normalized left and right separate.
Steinberg Wavelab, Adobe Audition or Audacity can do this job - but we want to work with SONAR.
The later processing and restoration is much better and faster within SONAR.
The problem is, that the intern recorded WAV-Files from SONAR are often W64-Files (2GB to 25GB).
Exportet w64-files (from Sonar) can be read by a dozen of programs - but not the w64-files that are recorded from SONAR.
This Sonar-intern W64-files (in the audio-folder) can not be opend by Wavelab, Adobe Audition or any other program (ERROR: block header missing)
The only program that reads this Sonar-intern files is Sound Forge.
Unfortunateli Sound Foge pro (11) can not normalize Left and right seperate.
 
We have WaveLab and Adobe Audition within the Utilities-Menu - but it is not possible to send a great audioclip to this programs because of the block-header-error within the W64-files from Sonar. They crash immediately.
 
For now we seperate the stereo-clip in two mono-tracks (left + right), normalize them, amd bounce them together again to a stereo-clip.
This is an absurdity by thousends of recordings.
We don't want to record outside of SONAR, because importing from thousend files is also an absurdity.
 
We need a solution to pan-normalize within SONAR.
Has anybody an idea for an vst-plugin that can pan-normalize ??
Is there a way to bake such a vst-plugin ???
Or an idea to pan-normalize within Sound Forge - which can read this files ??

    Hmm that is weird. Afik the same code is used for the w64 record as well as export.
    Well have to compare to see what's different.

    For example W64:
    The recorded filesize is 3.229.308.952 Bytes and can not be opend in Adobe Audition or Wavelab.
    The exported filesize is 3.229.304.968 Bytes and can be opened.
    There must be a little difference.
