Stretch-shrink audio clip no longer working in 2016.08.0.30

I just installed 2016.08.0.30 and as soon as I got to work I noticed I cannot stretch-shrink audio clips anymore.
 
I use this feature constantly whilst post-processing, so this is a big deal for me.
 
Steps to reproduce:
1. Open a new project and drag-drop in any audio clip
 
2. Position mouse over right-hand-side of clip. Cursor turns into a "C"
 
3. Press left mouse button and drag the edge of the clip. This still works
 
4. Press "Ctrl".
Expected: The edge should turn yellow and the audio inside clip should stretch/shrink.
Result: Does not work. It just moves the edge of the clip as in 3.
 
5. Press and release the "Alt" key.
Result: Now nothing works anymore. Not even the "C" appears over the clip edge (as per in 2.).

    As per the release notes, use CTRL+SHIFT now.

    There is no problem. As it says in the eZine for the 2016.08 update:
     
    NEW TIME-STRETCHING PROTOCOL
     
    Previous versions used the same cursor to slip-edit and stretch, which could be confusing— especially because there already was a dedicated stretching cursor (formerly, a yellow line added to the clip edge indicated that stretching was occurring). Now, the same stretch cursor appears for all stretching functions. To time-stretch a Clip or Take, you now need to hold both Ctrl+Shift instead of only Ctrl when click+dragging on a Clip or Take edge to stretch.

    H'm. Funny thing is, I already went over the e-zine.
    It's easy to overlook. OK, yes, new hotkeys, new cursor.
     
    But pressing and releasing the Alt key killing the cursor must be a bug, no?

    I expected it to enable the snip tool when pressed...
    ...and on release I expected everything to return to normal.
     
    I did NOT expect it to disable the stretch/shrink function.

    Was that necessary?
     
    Someone inside please explain the thinking behind this as we no have to unlearn muscle memory we have known for years please.
     
    I see no reason to do this.
