Help. Odd noises from FX

Hi. Thanks again for the assistance you gave me last time. I have another problem that I'm hoping someone can solve.
 
My Sony Vaio developed a leaking cap, so I replaced it with a nice, new machine. I reinstalled Sonar LE. I have two issues. 
 
1. The toolbar icons are spread out over 3 lines when they could fit on one. I can't figure out how to move them onto the same line, or at least down to two. Any ideas? The help file wasn't much help.
 
2. When I load my old projects, any track that has FX on it emits a weird squiggly, gurgly tone every so often. It happens in the same spot every time during playback. If I bypass bin, it greys out the effect, and the sound goes away. Same thing if I delete the effect from the track. I cannot see the noise in the waveform. It occurs throughout the song, even when there is no clip in that portion. I am using the SONY Express FX suite, mostly reverb and EQ. It didn't do this on my Vaio. Any ideas what is the issue and how I can stop it?
