Disable MIDI "Local Control Off" on Start?

Hi, all - hoping somebody knows this:
 
Whenever I start SONAR, it seems to be sending a MIDI  / Sysex command to my keyboard, which switches the keyboard "Local MIDI Control" off. 
 
I don't want it to do this. Any idea how to defeat this function?

    Is the keyboard also a sound source?

    If the answer to the above is yes with local MIDI control ON you would get note doubling.

    You must edit the file TTSSEQ.INI in notepad (or another text editor) - change the line SendLocalOff=1 to SendLocalOff=0
